AN APPLICATION OF TOTAL SAFETY MANAGEMENT IN FLOOD DISASTER



 A Total Safety Management (TSM) is a concept of how to manage a total safety.  The TSM is a concept of taking a safety consideration at beginning, middle and ending of the development. The TSM could be applied in every aspect and also in preventing a flood disaster.  The flood disaster in simple words means a big  damage by a big flood. Not properly site developing is one factor of the flood disaster.

An application of the TSM concept identified a source of flood disasters.  The TSM must be applied before, during and after of flood disaster. If TSM applied before the disaster, it could be a lot of things can be resolved and disasters can be avoided. This can be done through simulations development. TSM simulation will analyze an important issue on flood data.

TSM philosophy teaches us how to prevent disasters. The process also can be applied during and after flood disasters, but it seem too late. But late is better than never.

Through a philosophy behind TSM, it will take a total consideration of every aspect of processes, services, or products will solve everything which put safety in front.

Eventually, TSM is a simple concept and easy to apply.

Malaysia, which inspires to become develops country needs citizens to be innovative and dare to involve in design works. A design means creating something new or improvement on something exist. The design is not limited to creating products only but also creating new ways of services or doing new things.

Design involves problem statements, method of solving that raise step or process choosing and testing. Then a new design been proposed.
